It's supposed to be mounted by the screws in the bottom of the plate, so it's hanging too low. Only problem is, to mount U.S. plates on this car I have two drill two holes in the plate, because it's European spec, so it has holes for Euro plates.

Reproductions of the Euro plates that it had when it was living in Spain will be up there.

Oh gotcha. But then wouldn't it be covering that little handle thingy on the engine cover? (as you can see I clearly know very little about Beetles)

Yeah so that thing that is in line with the turn signals. Is that an air vent maybe? I mean obviously it must work... just not visually making senses to me.

No no, the only thing that's moving is the license plate itself. It's getting moved higher up on the car. That "vent" is actually a plate light, so it needs to be right under it. You can see in the drawing how it works. The plate light design is different, but yeah.
